Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Qualifications:Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).OROpen Competitive: Either1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.

two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following:Reassignment Eligible - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.
Duties Description - Supervise the overall activities/operations at the Savannah Field Headquarters.
This includes assignment of duties to staff, oversight of projects, and work scheduling to complete necessary tasks.
- Work with other NYSDEC programs, State Agencies and/or Municipalities to identify, initiate and complete targeted priority projects.
This may also include the task of obtaining outside contractor/vendor help through the bid process.
- Ensure all necessary administrative record keeping and activity is maintained, accurate & current.
This will include, but not be limited to, time sheets, invoices, procurement of goods & services, evaluations, training documents, and warranties.
- Transport materials to and from job sites with a dump truck.
Also, will be required to drive the dump truck to assist with field diagnoses of mechanical issues and deliver to repair facilities as needed.
- Must be available to assist with emergency response to Flood Control events or other serious unforeseen Operations tasks.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions.
Travel may be required.Overtime may be required.
Overnight travel may be required.Weekends and holidays may be required.
Must be available for emergency response.Must be available to respond to after-hours emergencies.Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.Must be able to lift and move objects up to 80 pounds.Must possess a CDL Class B license at the time of appointment.
