To supervise and coordinate the activities and operation of the Water Distribution division of the Utilities department including water and sewer construction and maintenance; to coordinate assigned activities with other divisions, departments, and outside agencies; and to lead and participate in more technically complex work of the division.
DISTINGUISHING CHARACTERISTICS:
Receives general direction from the Water and Sewer Superintendent and exercises direct supervision of technical employees and lower-level staff.
Duties and Responsibilities
The duties listed below represent the various types of work that may be performed.

- Plan, prioritize, assign, supervise, review, and participate in the work of subordinate employees responsible for performing skilled and semi-skilled maintenance tasks.
- Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
- Monitor and evaluate the efficiency and other effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Coordinate and review the work plan for maintenance employees; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with subordinate employees to identify and resolve problems.
- Plan maintenance and construction activities to cause minimal disruption of services; provide advance warning to citizens of interruption of service.
- Oversee and participate in the operation of various equipment including backhoes, front-end loaders, dump trucks, sewer video equipment, and vacuum trucks; use metal detectors to locate manholes and valve boxes; operate city vehicle to respond in person to citizen complaints; read maps to identify and locate water and sewer lines.
- Assist in the selecting, training, motivating, and evaluating of maintenance personnel; provide or coordinate employee training; work with subordinate employees to correct deficiencies; recommend discipline and termination procedures.

- Participate in the development and administration of the division's annual budget; make recommendations for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

- Serves as the liaison for the Water and Sewer division with other divisions, departments, and outside agencies; resolves sensitive and/or controversial issues.
- Demonstrate, train, follow up, and enforce proper safety practices and procedures used in the water and sewer profession.
- Develop and maintain various records and reports of division activities, both handwritten and computer-generated.

Knowledge of:
- Operational characteristics, services, and activities of a water and sewer line maintenance and construction program.
- Principles and practices of water and sewer line maintenance.
- Knowledge of relationships with chemical treatment and how they affect general changes to the water quality in the distribution system.
- Safe handling of traffic in a construction zone.
- Principles of supervision, training, and performance evaluation.
- Modern office procedures, methods, and computer equipment and software such as Word, Excel, and Outlook, to prepare accurate electronic reports, spreadsheets, and letters on a computer as needed.
- Methods and techniques of report preparation.
- Operations, services, and activities of the city.
- Water distribution and sewer collection system construction materials including classes of pipe.
- Methods and techniques of locating distribution and collection system substructures.
- Pertinent Federal, State and lo al laws, codes, and regulations.
- Safety policies and procedures required for specific job duties.
Ability to:
- Participate in the operations of a comprehensive water and sewer program.
- Oversee and coordinate the work of subordinate employees.
- Supervise, train, and evaluate subordinate employees.
- Participate in the development and administration of division goals, objectives, and procedures.
- Prepare clear and concise reports.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Interpret, explain, and enforce departmental policies and procedures.
- Research, analyze, and evaluate new service delivery methods and techniques.
- Read and interpret blueprints and technical drawings.
- Operate a variety of construction equipment including a backhoe.
- Interpret and apply Federal, State and local policies, laws, and regulations.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, counseling and advising persons, handling varied tasks simultaneously, recognizing and responding to questions, reading and writing, and operating assigned equipment.
- Maintain mental capacity which permits making sound decisions, using good judgment, evaluating the effectiveness of programs and personnel, prioritizing and assigning work activities, and demonstrating intellectual capabilities.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting, walking or standing for extended periods of time, working closely with others, lifting and carrying moderate to light materials, operating assigned equipment, and working in all types of weather conditions.
Requirements
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.
Education, Training, and Experience:
- High School Diploma or GED supplemented by specialized training in Water Distribution and Wastewater Collection
- Minimum of four (4) years of increasingly responsible water and sewer construction and maintenance experience
- One (1) year of lead or supervisory responsibility
Licenses and Certificates:
- Possession of, an appropriate, valid Texas class B commercial driver's license (CDL)
- Possession of, or ability to obtain and maintain an appropriate, valid class C Water Distribution and class II Wastewater Collection license issued by the State of Texas
